Senator John Whitmire of Texas recently had a hit put out on his family that was traced back to a cell phone found in a maximum security prison in Colorado. Existing technology to prevent this is currently being tested in a few select prisons. It is known to cost millions of dollars, be in need of constant monitoring and is only partially effective making it a huge waste of taxpayer money. Many states are reluctant to even put laws on their books preventing smuggled contraband phones for fear of the increased costs of additional incarceration to the inmates. With a 34-0 Senate vote, California’s Senate Appropriation Committee has recently shelved such a bill as the Dept. of Finance estimates increased sentences could cost up to $50,000 more per year per inmate.

SOLUTION: The answer WILL require a congressional mandate. That is if we want to put an end to these problems swiftly and decisively. Here’s why: There are over 650 different cell phone makes and models combined with open, closed & partially closed configurations. And because there currently exist ZERO standard distraction prevention and safety protocols in the operating system of these mobile devices.  For commercialization of a universal comprehensive solution, every phone must perform specific behavior functions in the same manner in specified environments. This requires standard protocols.
